As we continue to honor Doreen’s legacy, we remain dedicated to meeting the ever-growing needs of our community. This expansion presents an opportunity for us to grow as a unique model for senior care, providing more families access to our specialized care services, as it reflects our enduring commitment to making a lasting and profound difference in the lives of the families and the community we serve.
Proposed Project Specification
Site Location: 2374 Warren Road, Walnut Creek, CA 94595
The Carnelian is seeking approval for a Land Use Permit to expand its existing residential care community for the elderly. The proposed project, located on one of the Carnelian’s properties at 2374 Warren Road, will involve the construction of a new building designed to increase the property’s capacity from 6 resident beds to 18, adding 12 new beds.
Currently, The Carnelian operates 30 resident beds across three adjacent properties (2380 and 2374 Warren Road, 170 Flora Avenue), all of which share a common garden space. With this proposed expansion, the community’s total number of resident beds will increase to 42.
The project involves the construction of a two-story addition, with a building height of 25 feet and a footprint of 2,590 square feet. The expansion will also include the addition of 6 parking spaces to better accommodate visitors and staff.
The expanded community will continue to operate as a California Licensed Residential Care Community for the elderly, ensuring the provision of high-quality care and services to its residents.

Key Elements of the Proposed Project
Increased Capacity: The project will increase the facility’s capacity from 6 to 18 residents, allowing more families to access our specialized care services and offer them a safe and comfortable home.
Efficient Land Use: The project involves constructing a two-tory addition of approximately 2,600 square feet adjacent to the existing building. This design increases capacity while minimizing the expansion of the building’s footprint, allowing us to preserve the surrounding green spaces and outdoor recreational areas that are essential to our residents well being.
More Parking: The project includes the reconfiguration of our parking area to allow six parking spaces for this new development.
Strengthening the neighborhood: For over fifty years, The Carnelian has proudly called this neighborhood home, fostering a positive relationship with the community. This expansion allows us to continue being a valuable asset to this neighborhood, providing nearby seniors the opportunity to age in place while staying in the neighborhood they have called home most of their lives.We remain committed to supporting our neighbors, ensuring our facility operations are conducted with care and consideration to preserve the harmonious and friendly spirit of the area.
Expanded access to care: The increase in our capacity will help address the limited availability of high level of care options in our community. As one of the few homes equipped to support families facing complex health challenges, The Carnelian remains committed to providing exceptional care and peace mind for families.
